Would it be better to build homemade air conditioners rather than buying ACs from a store?

One can make air conditioners by placing a copper pipe in a spiral patter in front of a fan, and pumping cold water thorough the pipe with a small pump (maybe something you would find in a home aquarium) and ice water. Could this be just as effective a way to cool your house, and require less electricity?
